Single Women's Protection Fund (Operation) Regulations, 2070

What does it do?

• For this regulation a "single woman" is an economically poor woman who is divorced, widowed, unmarried and aged 35 or over, whose husband has been missing for more than five years, or who lives apart from her husband after a property division or after separating her household.यस नियमावलीमा "एकल महिला" भन्नाले आर्थिक रूपमा विपन्न सम्बन्ध विच्छेद गरेकी, विधवा, पैँतीस वर्ष उमेर पूरा गरेकी अविवाहित, पाँच वर्षभन्दा बढी समयदेखि पति हराएकी वा बेपत्ता भएकी, वा अंशबण्डा गरी वा मानो छुट्टिई पतिसँग अलग बसेकी महिला बुझिन्छ। Nepal Law Commission Rule 2(ख), PDF p. 1
• The Single Women's Protection Fund receives money from the Government, foreign governments, people or international organisations, domestic donors and other sources. Foreign money needs Government approval before it is accepted. The Fund may be spent only on education and skills training, self-employment programmes, medical treatment, rescue, relief and rehabilitation, legal aid, support to community or cooperative groups that include single women, awareness programmes and monitoring.एकल महिला सुरक्षा कोषमा नेपाल सरकार, विदेशी सरकार, व्यक्ति वा अन्तर्राष्ट्रिय संस्था, स्वदेशी व्यक्ति वा संस्था र अन्य स्रोतबाट रकम आउँछ। विदेशी रकम लिनुअघि नेपाल सरकारको स्वीकृति लिनुपर्छ। कोषको रकम शिक्षा र सीपमूलक तालीम, स्वरोजगार कार्यक्रम, औषधि उपचार, उद्धार, राहत र पुनर्स्थापना, कानूनी सहायता, एकल महिला सम्मिलित सामुदायिक वा सहकारी संस्थालाई सहयोग, जनचेतना कार्यक्रम र अनुगमनमा मात्र खर्च गर्न सकिन्छ। Nepal Law Commission Rules 3, 4 and 5, PDF pp. 2-3
• A fund management committee chaired by the Secretary of the Ministry of Women, Children and Senior Citizens runs the Fund. It includes officials from several ministries, the Department of Women and Children and the Nepal Police women and children directorate, and at least two women from organisations working with single women. • Provinces and local levels may set up their own single women's funds under their own laws. The Ministry may give local funds grants from the central Fund. A local level that receives such money must send the Ministry a quarterly report on programmes and spending, and an annual report within sixty days after the fiscal year ends.प्रदेश र स्थानीय तहले आफ्नै कानून बमोजिम एकल महिला सुरक्षा कोष स्थापना गर्न सक्छन्। मन्त्रालयले केन्द्रीय कोषबाट स्थानीय कोषलाई अनुदान दिन सक्छ। यस्तो रकम पाउने स्थानीय तहले कार्यक्रम र खर्चको विवरण त्रैमासिक रूपमा र आर्थिक वर्ष सकिएको साठी दिनभित्र वार्षिक प्रतिवेदन मन्त्रालयमा पठाउनुपर्छ। Nepal Law Commission Rules 3क, 3ख, 3ग and 13(3), PDF pp. 2-3, 6
• Fund money must be kept in a commercial bank account. Its accounts are internally audited by the Treasury and Accounts Controller Office and finally audited by the Auditor General. Money left at the end of a fiscal year does not lapse. The committee must report to the Ministry within three months after each fiscal year, and the Ministry must publish an annual report that includes the local reports.कोषको रकम वाणिज्य बैंकको खातामा राख्नुपर्छ। कोषको आन्तरिक लेखापरीक्षण कोष तथा लेखा नियन्त्रक कार्यालयबाट र अन्तिम लेखापरीक्षण महालेखा परीक्षकबाट हुन्छ। आर्थिक वर्षको अन्त्यमा खर्च नभएको रकम फ्रिज हुँदैन। समितिले आर्थिक वर्ष सकिएको तीन महिनाभित्र मन्त्रालयमा वार्षिक प्रतिवेदन दिनुपर्छ र मन्त्रालयले स्थानीय तहका प्रतिवेदनसमेत समेटेर वार्षिक प्रतिवेदन सार्वजनिक गर्नुपर्छ। Nepal Law Commission Rules 10-13, PDF pp. 5-6
