What does it do?

• These rules, made under Section 39 of the Police Act, 2012, set up a Central Bureau of Investigation within Nepal Police to carry out specialised investigation of serious crimes and to help other police offices with their investigations. Its main office is in the Kathmandu Valley and it may open permanent or temporary branch offices elsewhere. • The Bureau investigates crimes that the Inspector General of Police assigns to it because they are heinous or organised, of public concern or national importance, serious human-rights violations, or very sensitive for the national interest. • Government of Nepal may appoint a Deputy Inspector General of Police as the Bureau's Director and administrative head. Officers with special skill or training in criminal investigation must be given priority for posting to the Bureau. Apart from the Director, staff are normally not transferred out before two years, unless keeping them would harm an investigation, and the Director's opinion must be taken on any transfer. • The Bureau may secretly use informants, including members of the public, former offenders and Nepali or foreign people in various professions. A three-member committee chaired by the Director appoints, deploys and removes them and sets their pay within the yearly budget. Permanent informants may get a monthly payment; temporary ones may get a lump sum or nothing. • A witness who fears for their own or their family's safety before or after giving evidence in court may apply to the Bureau for protection. The Bureau must then write to the metropolitan police commissioner's office or regional police office, which must arrange security. The Bureau may use a fictitious or coded name for a complainant or informant.
