What does it do?

  • The regulation sets up the Civil Servant Contributory Fund. Civil servants may give at least Rs 100 a year from their salary in the month of Shrawan, voluntarily. The Fund may also receive money from the Government, from domestic organisations, individuals and retired civil servants, and from foreign sources, but foreign money needs the Ministry of Finance's prior approval. The money is kept in a Class A bank account. Nepal Law Commission Rule 3(1)-(5) and Rule 4(1), PDF pp. 1-2
  • A central committee chaired by the Secretary of the Ministry of General Administration runs the Fund. Its members include secretaries (or joint secretaries) from several ministries, the Financial Comptroller General, and the head of the civil servants' official trade union. In each district a committee chaired by the Chief District Officer supports it, with its secretariat at the District Treasury Controller Office. Nepal Law Commission Rules 5(1), 7 and 8(1), (3), PDF pp. 2-5
  • Fund money is used for the benefit of economically, socially and culturally disadvantaged groups and people in remote areas: emergency relief, helping disaster victims rebuild, skills training, and services such as education, health, drinking water and environmental protection. It may also be used for civil servants' welfare. The central committee must make public its approved programmes and the money allocated to them. Nepal Law Commission Rule 11(1)-(4), PDF pp. 6-7
  • District committees must send a monthly statement of money collected and an annual progress report within 35 days after the fiscal year ends. The Fund's accounts follow the Government's format and are audited by the Auditor General or an auditor the Auditor General appoints. The central committee must publish an annual report within three months after the fiscal year ends. Nepal Law Commission Rule 10(ग), (ङ), Rules 13 and 14, PDF pp. 6, 8
