Summary updated 2026-10-25

  • This is a historical summary of the Youth and Small Entrepreneur Self-Employment Fund (Operation) Rules, 2065, using the Law Commission's consolidated edition. Its first page records Nepal Gazette publication on 2065/11/19 and two amendments, the first of 2067 dated 2067/2/26 and the second of 2069 dated 2069/2/1. The Government made the rules under section 2 of the Administrative Procedure (Regularisation) Act, 2013, and they took effect immediately. The catalogue records the rules as repealed from the Law Commission's repealed-laws listing; this edition does not state when or by what they were repealed, and no repeal date is inferred. Nothing here is current loan or programme guidance. Source accessed 2026-10-25 Title page, amendment list, preamble and rules 1-2, PDF pp.1-2; repeal status from catalogue
  • The rules set up a fund financed by the Government, international and Nepali organisations and individuals, recoveries, and, as amended in 2069, at least one percent of the amount banks, financial institutions and cooperatives were required to invest in the deprived sector. The target group was the unemployed, defined as people not in any occupation, including study, and not in income-earning work. Its aims included training in commercial farming, livestock, agriculture, forest-based, mining and gemstone industries; loans for small services such as rickshaws, carts, plumbing and electronics repair; loans to people with traditional skills, naming Kami, Sarki, Damai, Dhimal and Rajbanshi; and loans to conflict victims, people with disabilities or injuries, families of the disappeared and martyrs, oppressed castes, ethnic groups and regions, and women. Nepal Law Commissionनेपाल कानून आयोग Source accessed 2026-10-25 Rules 2(ग), 3, 4 and 10, PDF pp.2-4 and 10
  • As amended in 2069, the fund provided term loans without collateral at concessional interest through banks, financial institutions and cooperatives: up to Rs 200,000 for one person per family, and up to Rs 5 million for a group, with no more than one person per family and no more than Rs 200,000 per person. An unemployed person applied with a business plan through a district coordination and monitoring committee; the business itself was held as security until repaid. Interest was the lender's rate, but after each instalment 60 percent of that instalment's interest was returned to the borrower as a grant. Loans were insured as a whole, covering every risk except wilful default. A borrower who misused a loan faced recovery under the law, listing with the credit information centre as a bad borrower, and action such as refusal of a passport. Nepal Law Commissionनेपाल कानून आयोग Source accessed 2026-10-25 Rules 5(क)-(क१), 12-15 and second-amendment footnotes, PDF pp.4 and 11-12
