The first ten standard-size pages are free. Public libraries and places already open to the public free of charge cost nothing to visit. Fees are to be reviewed every two years. A person who cannot read or write, or cannot write because of a physical condition, may ask orally, and the information officer must write the request down, read it back and have it signed or thumb-printed. Nepal Law Commission Rule 4(1)-(5) and Rule 4A, PDF pp. 2-3

Gaps, loopholes and improvement ideas
- Not enforced Information officers are often appointed only as a formality. The National Information Commission notes that Section 6 of the Act and Rule 24A of this Regulation require every public body to appoint an information officer, but finds that some bodies do so only as a formality. Appointing an officer alone does not make information flow, the Commission says. Officers need basic facilities, an incentive allowance and clearly defined duties and powers, and when the post falls vacant the duty should pass automatically to someone else. National Information Commission (राष्ट्रिय सूचना आयोग), Nepal Chapter 8, recommendation 9, printed pp. 84-85 (PDF pp. 99-100)
- Capacity The Commission cannot keep to its own 60-day deadline for appeals. It says public bodies have not built systems to store records so they can be found quickly, so supplying information takes longer, and as a result it is unable to decide cases within the 60 days the law sets (Rule 6(4) sets 60 days for appeals). Frequent transfers of information officers mean that new officers cannot find records, and records may be destroyed or lost. National Information Commission (राष्ट्रिय सूचना आयोग), Nepal · Nepal Law Commission NIC report Chapter 8, recommendation 8, printed p. 84 (PDF p. 99); Regulation Rule 6(4), PDF p. 5
- Not enforced Information has still not been classified. The Commission reports that every attempt so far to classify information under Section 27 of the Act has failed, 18 years after the Act was passed, and that responsible officials have ignored its requests. Rule 24C sets out how the classification committee must give reasons and inform the Commission, but this step depends on classification actually taking place. National Information Commission (राष्ट्रिय सूचना आयोग), Nepal · Nepal Law Commission NIC report Chapter 8, recommendation 4, printed p. 84 (PDF p. 99); Regulation Rule 24C, PDF p. 12
Ideas to fix it
- Give information officers basic facilities, an incentive allowance and clear duties and powers, and set up a system so that the duty passes automatically to another person when the post falls vacant. Proposed by: National Information Commission National Information Commission
- Introduce a single, uniform records-management system across public bodies and improve the existing arrangements. Proposed by: National Information Commission National Information Commission
- Classify information without narrowing the right to information that the Constitution and the law give to Nepali citizens. Proposed by: National Information Commission National Information Commission
