Military Welfare Fund Regulation, 2065

What does it do?

• The Military Welfare Fund is run by the committee set up under Section 29(3) of the Military Act, 2063. Nominated members serve two-year terms. The committee must meet at least six times a year; more than half of all members make a quorum, decisions are by majority, and the chair has a casting vote. • Up to 22 percent may be deducted from the monthly allowance that soldiers of all ranks receive while serving in UN peacekeeping contingents (with food and lodging provided). Staff officers, observers and military advisers who do not get food and lodging pay an amount the committee sets. • The fund may be used for welfare of serving and retired soldiers and their families: health care, housing, canteens, schools and colleges, income-generating work, and support for peacekeeping. Grants to lawfully registered military organisations may not exceed Rs 500,000 in a fiscal year. • Spending units must send their budget proposals to the Welfare Scheme Directorate by the end of Baisakh, normally keeping them within 90 percent of the previous year's actual income. The Directorate must submit the full budget to the committee by 15 Asar, and the committee must approve it by 15 Shrawan. If approval is late, up to 25 percent of the proposed budget may be advanced. • Spending units must report expenses monthly and send an annual progress report within 15 days after the fiscal year ends. Audit objections must be settled within the deadline given or, if none, within 35 days. To recover fund money, the committee may ask for a responsible person's salary, pension and gratuity to be withheld and, if needed, their passport.
