What does it do?

• Money from the Government of Nepal and grants or aid from other sources go into the Legislature-Parliament Development Fund. Grants and aid from foreign governments, foreign diplomatic missions and national or international organisations must be received and spent in a way that is reflected in the government's annual budget. The fund's bank account is kept at Nepal Rastra Bank or a bank that handles government business, and is operated by the joint signature of the Secretary General (or an officer he names) and the head of accounts or an accounts officer.नेपाल सरकारबाट प्राप्त रकम र अन्य स्रोतबाट प्राप्त अनुदान तथा सहायता रकम व्यवस्थापिका–संसद विकास कोषमा रहन्छ। विदेशी सरकार, विदेशी कूटनीतिक नियोग र राष्ट्रिय वा अन्तर्राष्ट्रिय सङ्घ संस्थाबाट प्राप्त अनुदान र सहायताको आम्दानी खर्च नेपाल सरकारको वार्षिक बजेटमा देखिने गरी गर्नुपर्छ। कोषको खाता नेपाल राष्ट्र बैङ्क वा सरकारी कारोबार गर्ने बैङ्कमा खोलिन्छ र महासचिव वा निजले तोकेको अधिकृत तथा लेखा प्रमुख वा लेखातर्फको अधिकृतको संयुक्त दस्तखतबाट सञ्चालन हुन्छ। Nepal Law Commission Rules 4-5, PDF p. 2
• The fund may be spent only on the purposes listed in Section 13(1) of the Legislature-Parliament Secretariat Act, 2064. The Secretariat must present an annual programme and budget for the fund to the Secretariat Operation and Management Committee at least two months before the fiscal year begins. The Committee decides on each proposed project after looking at its feasibility, economic and technical suitability and expected returns. A project must be approved with its detailed survey, drawings, design, cost estimate and timeline fixed. • Before signing a foreign aid agreement, the Secretariat must get the opinion of the Office of the Auditor General on auditing and of the Ministry of Finance on the financial side. Within seven days of signing, it must send a copy of the agreement to both. Money from foreign aid must be spent as the agreement with the donor says. Aid and other fund money left unspent at the end of the year is released by the Ministry of Finance to stay in the fund and may be spent in the next year's budget.वैदेशिक सहायता सम्झौता गर्नुअघि सचिवालयले लेखापरीक्षणबारे महालेखा परीक्षकको कार्यालय र आर्थिक पक्षबारे अर्थ मन्त्रालयको राय लिनुपर्छ। सम्झौता भएको सात दिनभित्र त्यसको एक प्रति दुवै निकायमा पठाउनुपर्छ। वैदेशिक सहायताको रकम दातृ पक्षसँगको सम्झौताबमोजिम खर्च गर्नुपर्छ। वर्षको अन्त्यसम्म खर्च नभई बाँकी रहेको सहायता र कोषको अन्य रकम अर्थ मन्त्रालयले कोषमै रहने गरी निकासा दिनुपर्छ र त्यो अर्को वर्षको बजेटमा राखेर खर्च गर्न सकिन्छ। Nepal Law Commission Rules 6(3)-(4), 7 and 8, PDF p. 3
• For anything this regulation does not cover, the fund and the Secretariat's financial procedures follow the Financial Procedures Act, 2055, the Public Procurement Act, 2063, the Public Procurement Regulation, 2064, the Financial Procedures Regulation, 2064 and the Travel Expenses Regulation, 2064. If an official finds a provision hard to apply, the Secretary General must refer it to the Committee, whose interpretation is final.
