Travel Expense Regulation, 2064

What does it do?

• No official or employee may travel or go on deputation at government expense without a written travel order on the Schedule 1 form, issued by the authority the rule names (for example the Chief Justice for Supreme Court judges, the Speaker for members of the legislature, the Chief Secretary for secretaries). Top office-holders may approve their own travel. • Travellers must use the cheapest practical route and transport. Gazetted officers and above fly where flights run; others use other transport unless only air is available. Staff are grouped into six levels, from "top special" (President, Prime Minister, ministers and others) to drivers and non-classified staff. • Deputation allowance is paid for at most 14 days plus travel time; beyond that, only half the daily rate. A same-day return trip earns 25 percent of the daily allowance for snacks. Staff get no allowance within 15 km of their own permanent home, while on leave, or when they asked for the deputation themselves, and get no other allowance while drawing daily allowance. • For foreign trips, the benefits must be decided before departure; claims made afterwards for an unapproved trip are not paid. Daily allowance abroad runs from US$250 (top special) to US$90 (fourth level), with 33 percent more in listed costly countries. Where a separate hotel bill is submitted for a conference, hotels are paid up to US$350, 250 or 150 by level, plus 30 percent of the daily rate for food and pocket money. • On transfer or promotion to another district, staff at the second level or above get the cheapest air or bus fare plus a lump sum of Rs 2,000, and each family member gets the same amount except the incidental sum. Staff on official travel get the premium for Rs 1 million of insurance.
