Industrial Revival Fund (Operating Procedures) Rules, 2064

What does it do?

• The Rules set up an Industrial Revival Fund to identify industries that became 'sick' because of the internal conflict but could still run commercially, and to revive them. Money comes from the Government of Nepal, Nepal Rastra Bank, banks and financial institutions, entrepreneurs who want revival, and other sources. At the start, half of the money needed comes from the Government and the other half from Nepal Rastra Bank and commercial banks. • Fund money may be spent only on studies to identify sick industries, on reviving the industries those studies identify, and on other revival work the committee sets. • A committee runs the Fund. It is chaired by an expert the Government appoints and includes representatives of business, banking and small-industry associations, Nepal Rastra Bank and the finance and industry ministries. • A sick industry that wants revival must submit a proposal to the Fund secretariat in the format the committee sets. A technical committee, led by a banking expert the committee nominates, studies and evaluates the proposal and sends a report with its recommendation to the committee. • The Fund keeps accounts under the Government's accounting system and is audited by the Auditor General. The committee must send an annual performance report to the Ministry of Finance within three months after the fiscal year ends.
