What does it do?
- A climbing team's leader must apply to the Ministry for a mountaineering permit, and the Ministry issues it after collecting the royalty. No permit is given to anyone under 16 or certified by a doctor as unfit because of a serious illness. A team that pays 5 percent of the royalty for Everest, or 10 percent for other peaks, may get a preliminary permit; it must pay the rest within one year or the preliminary permit is cancelled. Teams must attend the Ministry's briefing before setting out. Nepal Law Commission Rules 2क, 3(1)-(5) and 4, PDF pp. 2-3
