What does it do?
- The Local Development Fee Fund holds the local development fee charged each year under the Finance Act. Customs offices collect the fee and deposit it in the Fund, and the head of the collecting office is responsible for doing so. - Fund money is distributed to municipalities for their operations and development works, using criteria set by the committee. Each municipality must receive no less than it earned from octroi ("चुङ्गी कर") in fiscal year 2054/55. - A committee chaired by the Secretary of the Ministry of Federal Affairs and Local Development allocates the money and monitors its use. It includes a Finance Ministry representative, a Deputy Controller General from the Financial Comptroller General Office and a representative of the Municipal Association of Nepal. - The committee may keep part of the Fund as a reserve for cost-shared infrastructure, disasters and emergencies, or paying municipal dues, but must repay the reserve as soon as possible. It may withhold the fee from a municipality that broke the Local Bodies (Financial Administration) Regulation, 2064, and release it once the municipality fixes its finances.
