What does it do?
- Before starting work, the chair and members of a commission of inquiry must take an oath of office and secrecy in the form in the Schedule. For a commission formed under Section 3(1) of the Commission of Inquiry Act, the chair takes the oath before the Chief Justice; for one formed under Section 3(2), before the Chief Justice or a Supreme Court justice the Chief Justice designates. Other members take the oath before the chair.आयोगलाई तोकिएको काम सुरु गर्नुअघि आयोगका अध्यक्ष र सदस्यले अनुसूचीको ढाँचामा पद तथा गोपनीयताको शपथ लिनुपर्छ। जाँचबुझ आयोग ऐनको दफा ३ को उपदफा (१) बमोजिम गठन भएको आयोगका अध्यक्षले सर्वोच्च अदालतका प्रधान न्यायाधीशसमक्ष र उपदफा (२) बमोजिम गठन भएको आयोगका अध्यक्षले प्रधान न्यायाधीश वा निजले तोकेको सर्वोच्च अदालतका न्यायाधीशसमक्ष शपथ लिन्छन्। अन्य सदस्यले अध्यक्षसमक्ष शपथ लिन्छन्। Nepal Law Commission Rule 3(1)-(3) and Schedule, PDF pp. 1-2, 4
- Members must carry out their work honestly, without serving narrow interests based on religion, caste, sex, ethnicity, community or region. They must act without fear or favour, using their own knowledge and judgement, stay free of outside influence and greed, and must not do anything that damages the commission's work or its dignity.सदस्यले धर्म, वर्ण, लिङ्ग, जात, जाति, समुदाय वा क्षेत्रको सङ्कुचित स्वार्थमा नलागी सच्चाइ र इमानदारीपूर्वक काम सम्पन्न गर्नुपर्छ। आफ्नो ज्ञान र विवेक प्रयोग गरी कसैको डर, त्रास वा मोलाहिजामा नपरी निर्भीक भई काम गर्नुपर्छ, लोभ, लालच वा बाह्य प्रभावबाट मुक्त रहनुपर्छ र आयोगको काम कारबाही वा मर्यादामा आँच पुग्ने काम गर्नु हुँदैन। Nepal Law Commission Rules 5-8, PDF p. 2
- Members must not reveal anything that would hinder the commission's work or breach its confidentiality, must not misuse money given for the commission's work, and must not use their position for improper gain or get others to do what the rules forbid. A member who breaks these rules is treated as not acting in a manner fitting the office.सदस्यले आयोगको काम कारबाहीमा बाधा पुग्ने वा गोपनीयता भङ्ग हुने गरी कसैलाई कुनै कुराको जानकारी दिनु हुँदैन, आयोगको कामका लागि प्राप्त रकम हिनामिना गर्नु हुँदैन, पदको प्रभाव देखाई अनुचित लाभ उठाउनु हुँदैन र निषेधित काम अरूबाट गराउनु पनि हुँदैन। यी नियमविपरीत आचरण गर्ने सदस्यले आफ्नो पदअनुसारको आचरण नगरेको मानिन्छ। Nepal Law Commission Rules 4(1)-(2) and 9-12, PDF pp. 2-3
