What does it do?

• The Council of Ministers may appoint an unpaid honorary consul for a set consular area, on a proposal the Ministry of Foreign Affairs makes on the ambassador's recommendation. The person must be at least 35, well known in business or a profession in the host state, have no conviction for a crime of moral turpitude, hold at least a bachelor's degree or have served one term as honorary consul for any country, have lived in the consular area for at least ten years, be able to run an office at their own cost, and know English and the local language well. • Only citizens of the host state may be appointed, except a person who has served as honorary consul of a country with diplomatic relations with Nepal, a foreign citizen of Nepali origin, or a non-resident Nepali living in the area for at least ten years. • The term is four years. An honorary consul who wants another term must apply to the ambassador at least three months before it ends, with a summary of their main work; the Council of Ministers may extend it on the ambassador's and Ministry's recommendation. The Council of Ministers may remove an honorary consul at any time. • Before receiving the letter of commission, the national flag and the office seal, a new honorary consul must give a written undertaking not to harm Nepal's interests, and must return the flag and seal when the term ends. The work includes promoting trade, foreign investment, foreign employment and tourism for Nepal, sending a progress report to the ambassador every three months, and helping visiting Nepali dignitaries. Trade talks with the host state need the ambassador's prior approval. • An honorary consul may issue tourist visas at the visa fee set by the Government, and free visas to people such as former heads of state or government, former foreign ministers or former honorary consuls with prior approval from the Ministry or ambassador. They must send a monthly statement of visa revenue to the ambassador and hand the revenue over every three months; they may add a service charge of 20 percent and spend it on running the office and on promotion.
