What does it do?
- The owner of a taxable vehicle must give the tax officer the vehicle's details on the Schedule-1 form before registering it, or, if already registered, before the tax payment deadline. The tax officer may check the details, with the vehicle itself or its registration certificate (blue book), then assesses the tax, which must be paid within the time set by the Act. Nepal Law Commission Rules 3(1)-(2) and 4, PDF pp. 1-2
- After payment the owner gets a tax-paid certificate (Schedule 2). In later years the owner need not file details again and can pay on that certificate at any tax office. A lost or damaged certificate may be replaced on application. Nepal Law Commission Rules 5(1)-(3) and 6, PDF p. 2
- When a vehicle is sold or transferred, the owner must hand the certificate to the new owner and tell the tax officer within fifteen days. An heir who transfers a deceased owner's vehicle must do the same within fifteen days. A broken-down vehicle can be removed from the tax records on application, but only after its registration has also been cancelled. Nepal Law Commission Rules 7(1)-(3) and 8, PDF pp. 2-3
- Vehicles owned by the Government of Nepal and vehicles registered to diplomatic missions or people with diplomatic privileges are exempt. A footnote to the government-vehicle exemption says annual Finance Acts now tax such vehicles like vehicles registered for hire. Nepal Law Commission Rule 9 and footnote, PDF p. 3
- Notes printed on the tax certificate say the tax is due from whoever is the registered owner on Shrawan 1. It must be paid by the end of Poush or the registration renewal deadline, whichever comes first. Late payment brings a fine of up to 5% for the first 30 days, up to 10% for the next 45 days and up to 20% after that until year-end; unpaid vehicles can be seized and auctioned. Nepal Law Commission Schedule 2, notes 1-5, PDF p. 10
