Additional Postal Regulations, 2034

What does it do?

• The Department of Postal Services may set up an additional post office in any place, at first on a temporary basis for one year. If it raises up to one-third of its running costs within that year, the Regional Postal Director recommends making it permanent. If not, its term can be extended by a year at a time, twice; if it still falls short, the Director may close or move it with the Department's prior approval. It must open at least two hours a day, post its hours outside, and announce changes at least seven days ahead.हुलाक सेवा विभागले कुनै स्थानमा अतिरिक्त हुलाक स्थापना गर्न सक्छ र त्यो सुरुमा एक वर्षका लागि अस्थायी रहन्छ। एक वर्षभित्र सञ्चालन खर्चको एक तिहाइसम्म रकम उठेमा क्षेत्रीय हुलाक निर्देशकले स्थायी गर्न विभागमा सिफारिस गर्छ। नउठेमा एक-एक वर्ष गरी दुई पटकसम्म अवधि बढाउन सकिन्छ र त्यसपछि पनि खर्च नउठेमा विभागको पूर्वस्वीकृति लिई खारेज गर्न वा अन्यत्र सार्न सकिन्छ। अतिरिक्त हुलाक दिनको कम्तीमा दुई घण्टा खुला रहनुपर्छ, खुला रहने समयको सूचना बाहिर टाँस्नुपर्छ र समय फेर्नुपरे कम्तीमा सात दिनअगावै जानकारी दिनुपर्छ। Nepal Law Commission Rules 3(1)-(4) and 4(1)-(2), PDF pp. 2-3
• Each additional post office is run by a postal representative, with distributors who deliver mail and mail carriers who take it to and from the linked post office. They must be Nepali citizens aged at least sixteen, never convicted of a crime involving moral turpitude, able to read and write Nepali, know Roman script and basic arithmetic (mail carriers do not need the last two). For postal representative, preference goes first to a person recommended in writing by the rural municipality or municipality. • Under the Fifth Amendment, postal representatives, distributors and mail carriers must retire at 58, counted from the birth date on their citizenship certificate. Posts that are or become vacant are abolished automatically, and an additional post office closes automatically once all its staff have retired or their posts are vacant; the district post office then takes charge of its property. • Staff get 6 days of casual leave, 12 days of sick leave and 24 days of home leave a year, 30 days of maternity leave per child for up to two children, and 15 days of mourning (kiriya) leave; leave is a facility, not a right. For each year worked they may claim medical costs against bills up to half a month's starting pay for their post. • The Regional Postal Director may warn or dismiss a postal representative, distributor or mail carrier who does not follow these rules, but must first give them a reasonable chance to explain. Losses caused by deliberate carelessness or disobeying orders may be recovered from their pay.
