What does it do?

• This omnibus ordinance amends nineteen Acts, including the Employees Provident Fund Act, Lands Act, Education Act, Land Revenue Act, Civil Service Act, Health Service Act, Foreign Employment Act, Federal Parliament Secretariat Act, Forest Act, Insurance Act and Legislation Act. Under Article 114 of the Constitution, an ordinance has the same force as an Act, but it must be tabled at the next session of both Houses; it ceases to have effect if both Houses do not adopt it, if the President repeals it, or sixty days after both Houses meet. • On land, it lets the government form central and district committees or task forces to identify landless Dalits, landless squatters and unmanaged settlers and provide land, and to resolve ownership and registration problems with land distributed by earlier commissions; it renames land revenue (Malpot) offices as Land Administration Offices; it lets local levels' land-management sections also register deeds and transfer names; and it lets the Director General of the Department of Land Management annul seriously flawed land decisions before a court case is filed.भूमितर्फ भूमिहीन दलित, भूमिहीन सुकुम्बासी र अव्यवस्थित बसोबासीको पहिचान गरी जग्गा उपलब्ध गराउन र अघिल्ला आयोगले वितरण गरेका जग्गाको स्वामित्व र दर्ता स्रेस्ताका समस्या समाधान गर्न केन्द्र र जिल्ला तहमा समिति वा कार्यदल गठन गर्न सकिने; मालपोत कार्यालयलाई भूमि प्रशासन कार्यालय नामकरण गरिने; स्थानीय तहको भूमि व्यवस्थापन शाखाले पनि लिखत रजिष्ट्रेशन, नामसारी, दाखिल खारेजलगायत काम गर्न सक्ने; र अदालतमा उजुरी पर्नुअघि गम्भीर त्रुटिपूर्ण निर्णय भूमि व्यवस्थापन तथा अभिलेख विभागका महानिर्देशकले बदर गर्न सक्ने व्यवस्था गरिएको छ। Nepal Law Commission Sections 3–4 and 6, PDF pp. 1–4
• For government employees, it replaces the trade-union provision (section 53) of the Civil Service Act with a grievance-hearing system: an employee may raise a grievance with the office head, who must settle it within thirty days or give a written, reasoned decision within fifteen days, with review by an officer one level higher; employees may not carry out political or organised activity contrary to the Act. • Under the Forest Act, land recorded as forest but not forest on the ground and cultivated since before 2066 Magh 28 may be re-mapped once and removed from forest area; Divisional Forest Officers get annual targets and can face departmental action for negligence; and a new section 42 lets the Council of Ministers allow national forest to be used for national-priority projects, Investment Board projects, national pride projects and qualifying mining industries where there is no alternative, subject to environmental study, replacement land, five-times replanting and payment into revenue (with exemptions for basic local services).वन ऐनअनुसार अभिलेखमा वन जनिए पनि फिल्डमा वन नभएको र २०६६ माघ २८ अगावैदेखि आवाद कमोत भइरहेको जग्गा एकपटकका लागि पुनः नक्साङ्कन गरी वन क्षेत्रबाट छुट्याउन सकिने; डिभिजनल वन अधिकृतलाई वार्षिक लक्ष्य तोकिने र लापरबाहीमा विभागीय कारबाही हुन सक्ने; र नयाँ दफा ४२ अनुसार अर्को विकल्प नभएमा राष्ट्रिय प्राथमिकता प्राप्त, लगानी बोर्डबाट स्वीकृत, राष्ट्रिय गौरवका आयोजना र मापदण्ड पूरा गरेका खनिज उद्योगलाई वातावरणीय अध्ययन, बराबर जग्गा, पाँच गुणा वृक्षारोपण र राजस्व खातामा रकम जम्मा गर्ने शर्तमा मन्त्रिपरिषद्‌ले राष्ट्रिय वन प्रयोग गर्न दिन सक्ने (स्थानीय आधारभूत सेवाका आयोजनालाई रकम दाखिलामा छुट) व्यवस्था छ। Nepal Law Commission Section 18, PDF pp. 8–12
