Ordinance to amend certain Nepal Acts relating to Universities, 2026

What does it do?

• This ordinance amends 15 university Acts at once: Nepal Sanskrit, Kathmandu, Tribhuvan, Purbanchal, Pokhara, Lumbini Buddhist, Far-Western, Mid-Western, Agriculture and Forestry, Nepal Open, Rajarshi Janak, Bidushi Yogmaya Himalayan Ayurveda, Madan Bhandari, Nepal, and Shahid Dasharath Chand Health Science universities. • It changes how university assemblies (senates) are made up, replacing or removing certain member categories. For example, at Tribhuvan University the assembly is to include five teachers (two of them women), two students (one a woman) and one staff member, and some other categories are deleted. • It removes several fixed four-year terms for vice-chancellors and registrars. Examples are the words 'for four years' in Kathmandu University Act Sections 14(1) and 15(1), and the four-year term wording in Tribhuvan University Act Section 18(3). It adds minimum qualifications: a vice-chancellor or rector needs a doctorate, ten years in research and academia, proven management skill, an age of at least 40 and high moral character. A registrar needs a master's degree, ten years in academic administration or research, leadership skill and high moral character. • Under Article 114(2)(c) of the Constitution, an ordinance that has not otherwise lapsed or been repealed lapses automatically 60 days after both Houses meet.
