Finance Ordinance, 2078 BS

What does it do?

• This is the annual finance ordinance for fiscal year 2078/79: it puts the government's revenue proposals into effect — collecting revenue, raising, lowering or exempting taxes and amending revenue-administration laws — because Parliament was not in session. • It gives COVID-19 relief: taxpayers with turnover up to Rs 2 million (or income up to Rs 200,000) taxed under section 4(4) of the Income Tax Act get a 90 percent reduction of tax for fiscal year 2077/78, and turnover-based taxpayers with Rs 2–5 million turnover get 75 percent. • Under Article 114 of the Constitution, an ordinance has the same force as an Act, but it must be tabled at the next session of both Houses; it ceases to have effect if both Houses do not adopt it, if the President repeals it, or sixty days after both Houses meet.
