What does it do?
- The Act establishes Madan Bhandari University of Science and Technology (MBUST), a public, autonomous university, to produce capable, highly technical and scientific graduates who can compete internationally and to develop new knowledge and technology adapted to local conditions. - Its supreme body is a Board of Trustees (Sanrakshak Samiti) that includes the member of the House of Representatives elected from the constituency where the university is located, the Finance and Education ministry secretaries, a University Grants Commission representative, distinguished professors of science and technology and of other fields (including women), and patrons from world-class universities. An Academic Council and an Executive Council handle academic and executive work. - Before creating posts or raising pay or benefits in a way that creates a financial liability for the Government, the university must get approval from the Ministry of Finance through the line ministry. Gaps, loopholes and improvement ideas
- Not enforced The Auditor General found that in FY 2080/81 the university hired nine consultants for its regular work by direct agreement, at daily rates of Rs 3,446 to Rs 12,800, and charged Rs 9.849 million to grant budget heads without preparing a cost estimate and without the Finance Ministry approval that Section 25 of the Act requires for expenses creating a financial liability.
