What does it do?
- Office-holders (the Speaker, National Assembly Chair, their deputies, the leaders and whips of the ruling and opposition parties, and committee chairs) and members of the Federal Parliament receive the monthly salary and allowances listed in Schedule 1 from the day they are elected or nominated — for example Rs 67,320 a month for the Speaker and the National Assembly Chair — plus a sitting allowance, communication allowance and housing allowance. - Each office-holder and member is entitled to staff for a private secretariat and office expenses as set in Schedule 2, plus furniture, vehicle and fuel, electricity, water and communication, daily and travel allowances for parliamentary work, a passport, and free medical care through the Parliament Secretariat (with hospital bills paid on a doctor's referral). - Allowances are stopped while a member is suspended from the House or held in custody, jailed or on bail by court order in a criminal case. Someone holding two posts gets the benefits of only one, and a person already receiving a government pension must choose between the pension and these benefits. Gaps, loopholes and improvement ideas
- Unclear Section 5 and Schedule 2 set the rank and number of staff each office-holder and member may hire for a private secretariat, but say nothing about their qualifications or how they are recruited. In FY 2081/82, 424 private-secretariat staff (307 officer-level and 117 assistant-level) were paid Rs 209.2 million; in FY 2080/81, 433 staff were paid Rs 194.1 million.
