What does it do?

  • The Act turns the Western Regional Hospital in Pokhara into the Pokhara Academy of Health Sciences, an autonomous body for high-level health education and research, training skilled health workers and providing affordable, quality health care. It may run a hospital, faculties, research centres and educational institutions and merge other health institutions into itself, but may not grant affiliation to other institutions. Nepal Law Commission, Government of Nepal Preamble and Sections 3–6, pp. 1–4; Sections 14–16 and 28–29, pp. 10–13
  • Its governing bodies are an Assembly (Sabha), an Academic Council, an Executive Council, a recruitment committee and a hospital management committee, with the Prime Minister as Chancellor, a Pro-Chancellor, a Vice-Chancellor, deans and a hospital director. Nepal Law Commission, Government of Nepal Sections 5, 7–13 and 17–22, pp. 3–11
  • Each year the Academy must reserve 10% of seats up to bachelor level for economically poor students from backward areas who passed from community schools (with priority to women, Dalits, Adivasi Janajati, Madhesi and backward groups), give priority to people who have served in health facilities in backward areas, and give full scholarships to at least 25% of students, 45% of which go to women, Dalits, Janajati and other listed groups. Nepal Law Commission, Government of Nepal Sections 31–33, p. 14
  • Students admitted through reservation, priority or scholarship must work in backward areas for a period set by the Academy, and only then receive their permanent academic certificate. The Academy's fund includes government money, fees and grants (foreign grants need government approval); it is audited by the Auditor General and must report annually within three months of the fiscal year's end. Nepal Law Commission, Government of Nepal Sections 26–27, p. 13; Sections 34–35, p. 15
