What does it do?
- The Act sets up the National Youth Council, an autonomous body, to protect and promote young people's rights and interests, empower them, involve them from policy-making to implementation on youth issues, and bring them into the mainstream of national development. The Council is chaired by the Minister or Minister of State for Youth and Sports, with a Government-appointed vice-chair, the secretaries of the finance, industry, agriculture, youth and sports, labour, education and health ministries and the National Planning Commission secretariat, four representatives of youth organisations, and others working for youth rights.यो ऐनले युवाको हक–हित संरक्षण र संवर्धन गर्न, युवालाई सशक्त बनाउन, युवासम्बन्धी नीति निर्माणदेखि कार्यान्वयनसम्म संलग्न गराउन र राष्ट्रिय विकासको मूलप्रवाहमा समावेश गर्न स्वशासित संस्थाका रूपमा राष्ट्रिय युवा परिषद् स्थापना गर्छ। परिषद्को अध्यक्ष युवा तथा खेलकुद मन्त्री वा राज्यमन्त्री हुन्छन्, र सरकारले नियुक्त गर्ने उपाध्यक्ष, अर्थ, उद्योग, कृषि, युवा तथा खेलकुद, श्रम, शिक्षा र स्वास्थ्य मन्त्रालय तथा राष्ट्रिय योजना आयोगको सचिवालयका सचिव, युवा संघसंस्थाका चारजना प्रतिनिधि र युवा हकहितमा काम गर्ने अन्य व्यक्ति सदस्य रहन्छन्। Nepal Law Commission Preamble; Sections 3–5, pp. 1–4

- An executive committee chaired by the vice-chair runs day-to-day work; the vice-chair, the Council's executive head, is appointed for four years by the Government on a recommendation committee's advice. District youth committees plan and run youth programmes in each district.
