- This is a partial historical summary of the Local Self-Governance Act, 2055, using the Law Commission's consolidated edition. Its first page records authentication and publication on 2056/1/16 as Act No. 5 of 2056 and lists one amending Act, the Republic Strengthening and Some Nepal Laws Amendment Act, 2066 (2066/10/7); a footnote says that amendment applies from 2065/2/15 and removed royal wording. Section 1(2) brought the Act into force at once. Section 268 repealed the Village Development Committee Act, 2048, the Municipality Act, 2048, the District Development Committee Act, 2048 and the Decentralisation Act, 2039, and treated acts done under the first three as done under this Act; existing committees and municipalities continued until new ones were formed. The catalogue records that section 121(1)(a) of the Local Government Operation Act, 2074 repealed this Act; that text was not re-read in this check and no repeal date is inferred. Only 88 of the 154 PDF pages were read, so this is not a complete account, and nothing here is current local-government guidance. Nepal Law Commissionनेपाल कानून आयोग Source accessed 2026-10-25 Title page, amendment list and footnote, section 1, PDF pp.1-2; sections 266 and 268, PDF pp.153-154; repeal by the 2074 Act from catalogue
- The preamble aimed to give people greater participation in governance through decentralisation, to involve indigenous peoples, Dalits and socially and economically disadvantaged groups in development, and to build accountable local bodies. The Act defined three local bodies: village development committees, municipalities and district development committees. Section 3, as amended in 2066 to refer to the Interim Constitution, 2063, set principles: devolve powers, responsibilities and resources to local bodies; build accountable local institutions; let them raise and use resources; promote democratic, transparent and participatory practice; and encourage the private sector to take part in service delivery. Source accessed 2026-10-25 Preamble and sections 2-3, PDF pp.1-4
- Village level: the Government could designate a village development area, divided into nine wards of roughly equal population; boundary changes needed Election Commission approval and had to be completed a year before an election. Voters in each ward elected a ward committee of a ward chair, one woman ward member and three ward members. The village council comprised the committee chair and vice-chair, all ward committee members and six nominated people, including a woman, from groups not otherwise represented. The village development committee was its executive: a directly elected chair and vice-chair, the nine ward chairs and two nominated members including a woman. Terms were five years, counted from Shrawan 1. Members had to be Nepali citizens aged 21 and eligible voters with no dues or private contract interest; elected members took an oath before the district judge or the chair and had to make public the movable and immovable property of themselves and their joint family within 30 days. Source accessed 2026-10-25 Sections 4-19, PDF pp.4-13
