What does it do?

  • The Act sets up the Nepal Veterinary Council, an autonomous body, to regulate the veterinary profession and register veterinarians according to their qualifications. The Council is made up of a chair nominated by the government from senior ('ka' class) registered veterinarians, members nominated by the government and members elected by registered veterinarians, and the president of the Nepal Veterinary Association; members serve four-year terms. Nepal Law Commission (lawcommission.gov.np), consolidated text Sections 3–6, PDF pp. 2–3
  • No one may practise as a veterinarian without registering with the Council. Applicants are registered in grades ('ka', 'kha', etc.) according to their degree and experience, and the Council can remove a name from the register or cancel a certificate obtained by fraud or error. The Council also sets qualifications, enforces a code of conduct, recognises veterinary schools and their degrees, and advises the government on standards for veterinary drugs, feed and animal products. Nepal Law Commission (lawcommission.gov.np), consolidated text Section 9, PDF pp. 4–5; Sections 11–17, PDF pp. 6–8
  • Practising without registration is punishable by a fine of up to Rs 3,000 or up to three months in prison or both, and other breaches by a fine of up to Rs 2,000. If the Council fails to use its powers properly or abuses them, the government may direct it to correct course and, if it does not, dissolve it. The Council deals with the government through the agriculture and livestock ministry and its rules need government approval. Nepal Law Commission (lawcommission.gov.np), consolidated text Section 23, PDF p. 11; Sections 27–29, PDF p. 12
