What does it do?
- The Act sets the pay, benefits and service conditions of the heads and members of Nepal's constitutional bodies, including the Commission for the Investigation of Abuse of Authority, the Auditor General, the Public Service Commission, the Election Commission, the National Human Rights Commission, the National Natural Resources and Fiscal Commission, and the National Women, Dalit, Inclusion, Indigenous Nationalities, Madhesi, Tharu and Muslim commissions.यो ऐनले अख्तियार दुरुपयोग अनुसन्धान आयोग, महालेखापरीक्षक, लोक सेवा आयोग, निर्वाचन आयोग, राष्ट्रिय मानव अधिकार आयोग, राष्ट्रिय प्राकृतिक स्रोत तथा वित्त आयोग, र राष्ट्रिय महिला, दलित, समावेशी, आदिवासी जनजाति, मधेशी, थारु र मुस्लिम आयोगलगायत संवैधानिक निकायका प्रमुख तथा पदाधिकारीको पारिश्रमिक, सुविधा र सेवाका सर्त तोक्छ। Nepal Law Commission Section 2, pp. 2–3
- The Act's own text sets monthly pay at Rs 6,700 for heads and Rs 5,900 for members (figures from the original Act), but the Government may raise pay and benefits by Gazette notice, and actual pay is set that way. Office-holders also get one extra month's pay when they leave office, government housing or a housing allowance, utilities, a vehicle and fuel, daily and travel allowances, insurance, clothing and delegation allowances, contingency and festival expenses, leave, medical costs, and provident-fund contributions matched by the Government.ऐनको मूल पाठमा प्रमुख पदाधिकारीको मासिक पारिश्रमिक रु. ६,७०० र पदाधिकारीको रु. ५,९०० लेखिएको छ (मूल ऐनको अङ्क), तर नेपाल सरकारले राजपत्रमा सूचना प्रकाशित गरी पारिश्रमिक र सुविधा थप्न सक्छ र व्यवहारमा पारिश्रमिक यसैबाट तोकिन्छ। पदाधिकारीले पदबाट अवकाश हुँदा एक महिनाको थप पारिश्रमिक, सरकारी आवास वा आवास सुविधा, बिजुली–पानी–टेलिफोन, सवारी र इन्धन, दैनिक तथा भ्रमण भत्ता, बीमा, लुगा र प्रतिनिधिमण्डल भत्ता, भैपरी र चाडपर्व खर्च, बिदा, उपचार खर्च र सरकारले थप गर्ने सञ्चय कोष सुविधा पाउँछन्। Nepal Law Commission Sections 3–17, 21–23, pp. 3–20
- After leaving office, an office-holder who completed ten years in a constitutional post receives a monthly pension of 66 percent of monthly pay; someone who previously served in a constitutional post or government service and whose combined service reaches twenty years or more may also draw a pension, and family pension or gratuity is payable on death.संवैधानिक निकायको पदमा दश वर्ष सेवा पूरा गरेका पदाधिकारीले अवकाशपछि मासिक पारिश्रमिकको ६६ प्रतिशत मासिक निवृत्तिभरण पाउँछन्; पहिले संवैधानिक पद वा सरकारी सेवामा रहेका र कुल सेवा अवधि बीस वर्ष वा बढी पुगेकाले पनि निवृत्तिभरण पाउन सक्छन्, र मृत्यु भएमा पारिवारिक निवृत्तिभरण वा उपदान दिइन्छ। Nepal Law Commission Sections 18–19, pp. 15–20
