What does it do?
- The University Grants Commission distributes grant money to universities fairly and promotes quality higher education. - The Commission advises the government on establishing universities (which the government must consult it on), sets policy on and channels all government grants to universities, coordinates universities to raise academic standards, arranges scholarships and exchanges, and since 2077 issues credit-transfer guidelines, handles quality assurance and accreditation, and (from 1 Shrawan 2083) determines the equivalence of foreign degrees. - The Commission also pays universities the tuition costs of Dalit, disabled and economically poor students so that their higher education is free. Gaps, loopholes and improvement ideas
- Not enforced The Auditor General found that the Commission had not carried out several of its ten statutory functions under Section 6 — including determining the equivalence of degrees, coordinating universities to raise programme quality, and setting policy and standards for provincial universities and medical colleges. - Capacity The Auditor General found that grants are not yet linked to results and that their use is not fully reported. The Commission distributed Rs 17.09 billion to universities in FY 2081/82 (Rs 19.63 billion the year before), while the overall pass rate across universities in 2080/81 was 14.45%.
