What does it do?
- The Act sets up the Nepal Agricultural Research Council (NARC), based in the Kathmandu Valley, as an autonomous corporate body. Its purpose is to carry out high-level study and research on agriculture, find ways to raise farm output and quality and develop the technology, knowledge and skills needed, and help the government formulate national agriculture policy.यो ऐनले काठमाडौँ उपत्यकामा कार्यालय रहने गरी नेपाल कृषि अनुसन्धान परिषद् (नार्क) लाई स्वशासित संगठित संस्थाका रूपमा स्थापना गरेको छ। कृषि सम्बन्धी उच्चस्तरीय अध्ययन र अनुसन्धान गर्नु, कृषि उत्पादन र गुणस्तर बढाउने उपाय तथा आवश्यक प्रविधि, ज्ञान र सीप खोज्नु, र राष्ट्रिय कृषि नीति तर्जुमामा सरकारलाई सहयोग गर्नु यसको उद्देश्य हो। Nepal Law Commission, Government of Nepal Preamble, p. 1; Sections 3–5, pp. 2–3
- The Council is chaired by the Minister (or Minister of State) for Agriculture and includes the National Planning Commission member for agriculture, the secretaries of the agriculture, finance, forests and education ministries, a representative of the Nepal Academy of Science and Technology, the Dean of the Institute of Agriculture and Animal Science, and government-nominated scientists, farmers, entrepreneurs and an NGO representative, with the Executive Director as member-secretary. - An Executive Committee led by the Executive Director, with joint secretaries of the finance and agriculture ministries and the National Planning Commission, the Directors General of the agriculture and livestock departments and NARC officials, runs research under the Council's policy, prepares programmes and budgets, provides advisory services and keeps research records. - NARC has its own fund made up of government grants, grants from foreign governments or international bodies (which need government approval), income from research and consultancy, and other sources, kept in bank accounts in Nepal. Its accounts are audited by the Auditor General. Gaps, loopholes and improvement ideas
- Outdated The Act has not been updated for federalism. - Capacity Over half of NARC's posts are vacant. - Capacity NARC holds large sums in banks while depending on government grants. Ideas to fix it
