What does it do?

  • The Act establishes the Nepal Administrative Staff College (Nepal Prashasanik Prashikshan Pratishthan) as an autonomous corporate body to provide high-level training in administration and management. Its objectives are to train staff of the federal government, provincial governments, local governments and public enterprises, to strengthen government and enterprise management for national development, and to carry out problem-oriented research, consultancy and information services that make training more useful. Nepal Law Commission, Government of Nepal Preamble, p. 1; Sections 3–5, pp. 2–3
  • Training is to be treated as an integral part of personnel administration and linked to government development programmes and career development. The College's highest body is a Training Council chaired by the Minister for Federal Affairs and General Administration, with the Vice-Chair of the National Planning Commission, the Chair of the Public Service Commission, the Vice-Chancellor of Tribhuvan University, the Chief Secretary and the secretaries of the general administration and finance ministries; it meets at least twice a year, sets policy, approves rules, long-term plans and the budget. Nepal Law Commission, Government of Nepal Section 6, p. 3; Sections 7–8, pp. 3–4
  • An Executive Committee chaired by the Executive Director runs training and research programmes, prepares plans and budgets, creates posts and appoints staff. The Executive Director is appointed by the government for five years, extendable once by up to five years. The College has its own fund made up of government grants, foreign and international assistance and income from consultancy and research; its accounts are audited by an auditor appointed by the Council, and it must publish an annual report. Nepal Law Commission, Government of Nepal Sections 9–12, pp. 4–6; Sections 13–15, p. 7; Section 21, p. 8

Gaps, loopholes and improvement ideas

  • Capacity Research output is limited and not yet widely used. Section 5(c) gives the College a mandate for problem-oriented research and consultancy. The Auditor General found that it had researched 69 topics over six years, including 12 in FY 2081/82, and said the research reports should be recorded and put to use. It also found that planned strategic-plan activities, such as advanced courses and self-paced learning modules, had not been carried out. Office of the Auditor General, Nepal · Nepal Law Commission, Government of Nepal OAG 63rd Annual Report, MoFAGA chapter, NASC paras 29–30, printed p. 485 (PDF p. 517); Act s. 5(c), p. 3
  • Capacity The College depends heavily on government grants. In FY 2081/82 government grants of Rs 162.9 million made up 60.6% of its total income of Rs 268.8 million, and the Auditor General said it should raise internal income and control spending to reduce that dependence. Office of the Auditor General, Nepal OAG 63rd Annual Report, MoFAGA chapter, NASC para 28, printed pp. 484–485 (PDF pp. 516–517)

Ideas to fix it

  • Keep records of research reports and put them to use; carry out strategic-plan activities on time; increase internal income and control spending to reduce dependence on government grants. Proposed by: Office of the Auditor General (63rd Annual Report) Office of the Auditor General, Nepal
