What does it do?

• The federal or a provincial government may form a commission of inquiry, with one or more members, to investigate any matter of public importance, and must publish notice of it in the relevant Gazette; a province may not form a commission on a matter the federal government is already inquiring into. For the kinds of work the Constitution allows sitting judges to do, the Government may, after consulting the Judicial Council, appoint a Supreme Court, High Court or District Court judge, who then chairs the commission.सार्वजनिक महत्त्वको कुनै विषयको जाँचबुझ गर्न सङ्घीय वा प्रदेश सरकारले एक वा एकभन्दा बढी सदस्य रहेको जाँचबुझ आयोग गठन गर्न सक्छ र त्यसको सूचना सम्बन्धित राजपत्रमा प्रकाशित गर्नुपर्छ; सङ्घीय सरकारले आयोग गठन गरिसकेको विषयमा प्रदेशले आयोग बनाउन पाउँदैन। संविधानले बहालवाला न्यायाधीशलाई खटाउन मिल्ने भनेका काममा न्याय परिषद्सँग परामर्श गरी सर्वोच्च, उच्च वा जिल्ला अदालतका न्यायाधीशलाई आयोगमा खटाउन सकिन्छ, र त्यस्तो अवस्थामा न्यायाधीशले आयोगको अध्यक्षता गर्छन्। Nepal Law Commission Section 3, p. 2
• The commission's terms of reference and time limit are set in the notice forming it; it must submit its report with its opinion to the government that formed it within that time, which can be extended on request. It is dissolved when it reports or its term ends, and the government may dissolve it earlier by public notice if there is good reason.आयोगको कार्यक्षेत्र र अवधि गठन सूचनामा तोकिन्छ; आयोगले तोकिएको अवधिभित्र आफ्नो राय सहितको प्रतिवेदन गठन गर्ने सरकारसमक्ष पेस गर्नुपर्छ, र अनुरोध गरेमा अवधि थप्न सकिन्छ। प्रतिवेदन बुझाएपछि वा अवधि सकिएपछि आयोग विघटन हुन्छ, र मनासिब आधार भएमा सरकारले सूचना प्रकाशित गरी पहिले नै विघटन गर्न सक्छ। Nepal Law Commission Sections 4(1)–(2A), 7, pp. 2–4
• A commission has court-like powers to summon people and take statements, order documents to be produced, take evidence and obtain records from government offices and courts; it may also search people or places and seize documents or items related to the inquiry. Statements by witnesses cannot be used against them in other cases unless they knowingly lie. A commission may fine people up to Rs 500 for contempt.आयोगलाई अदालतसरह कुनै व्यक्तिलाई झिकाएर बयान लिने, लिखत पेस गर्न आदेश दिने, प्रमाण बुझ्ने र सरकारी कार्यालय वा अदालतबाट लिखत झिकाउने अधिकार हुन्छ; जाँचबुझसँग सम्बन्धित व्यक्ति वा स्थानको तलासी लिन र लिखत वा वस्तु कब्जा गर्न पनि सक्छ। साक्षीले आयोगसमक्ष बोलेको कुरा जानीजानी झुटो नबोलेसम्म उसकै विरुद्ध अर्को मुद्दामा प्रमाण लाग्दैन। आयोगले अवहेलनामा पाँच सय रुपैयाँसम्म जरिवाना गर्न सक्छ। Nepal Law Commission Sections 4(3)–(5), 5–6, pp. 3–4
• All of a commission's proceedings are confidential. Its report is to be published for public information, except for parts that would harm Nepal's sovereignty, integrity, national security, public order or relations between communities.
