• This historical Act concerns passports issued to Nepali citizens travelling abroad. It was published on 2024/06/11 BS, commenced immediately and applied throughout Nepal and to Nepali citizens wherever they lived. The reviewed consolidation lists amendments through 2074/06/30 BS. • Sections 2 and 3 defined a passport as a government-issued travel document specifying countries and time, and generally required a valid passport issued in the traveller’s own name for foreign travel. The exception depended on a treaty or agreement between Nepal and the relevant foreign government dispensing with a passport for that journey. • The government and authorized Nepali embassies or other missions abroad could issue passports. Section 4 also addressed refusal by the issuing authority, withdrawal or cancellation by government, and the traveller’s duty to comply with relevant government orders and directions. The reviewed amended text referred to giving a reason; deleted wording and amendment footnotes must not be restored from an older edition. • The amended offence provisions separated using another person’s passport or allowing another person to use one’s own from knowingly false applications, travel contrary to section 3, non-compliance with directions and use for an unauthorized purpose. The reviewed text set different maximum imprisonment and fine levels for those groups and a separate residual offence. Section 6 made the government the prosecutor and allowed arrest without a warrant only on reasonable grounds to suspect a section 5 offence or attempt, followed by presentation to a police officer of at least inspector rank. • Section 7 delegated rule-making on passport classifications and conditions, issue fees, renewal and related fees. The Act itself did not set out the modern appointment, biometric or electronic-passport process.
