What does it do?
- The Act turned the Nepali Language Publication Committee into an autonomous institute, headquartered in Kathmandu, to make textbooks, literary and other books cheaper and more widely available, taking it out of direct government control and bringing in public shareholders. Its sections other than section 1 apply from a date the government notifies in the Gazette. Nepal Law Commission, Government of Nepal Preamble and Sections 1–3, pp. 1–3
- Its authorised capital is Rs 1 million in Rs 10 shares; the government may hold up to 60% and the rest is sold to the public, cooperatives and other bodies, generally with a cap of 500 shares per non-cooperative holder. A nine-member board, five nominated by the government and four elected by shareholders (all government-nominated until a general meeting is held), runs it, with a government-appointed chair and a managing director. Nepal Law Commission, Government of Nepal Sections 4–8 and 14, pp. 3–6
- Its main duty is to publish useful books for schools, colleges and the public as a high-quality publisher, free of the influence of any political or economic party or ideology. It may commission, translate, print and sell books, run printing presses, open sales centres at home and abroad and pay authors royalties. Nepal Law Commission, Government of Nepal Section 17, pp. 8–9
- The institute needs prior government approval to buy property worth over Rs 100,000, mortgage property for more than five years, or sell property worth over Rs 50,000, and needs government approval to accept foreign loans or grants. The government may issue binding directions and order inquiries into its work. Nepal Law Commission, Government of Nepal Sections 6, 18, 21–22, pp. 4, 9–11
